We will begin with premeditated strategies to develop the infrastructure needed to protect them before wars start. To implement this, we will create programs to develop safety zones called Queen Mothers’ Sanctums. When war is declared, these sanctums will be secured with barbed wire and specially trained security staff for women and children.

Social services
Sanctums will offer assistance to women regardless of their surroundings. In times of calm, the sanctums will address women's social concerns and provide aid to those facing domestic violence.

Protective services
during times of broader conflict, Queen Mother’s Sanctums will become WARS Women’s Sanctum facilities that provide shelter and protection. Sanctums will be recognized by all countries as safe zones to protect women and children during times of war.

Conversion Services
Conversion zones and facilities can be hotels, schools, colleges, and large facilities. Their defining characteristic is that they will be prepared to handle and secure women during war and natural disasters that may leave them exposed to abuse and rape.
Sanctum Support Services
Inside the Queen Mother's Sanctum, women and children will be provided a variety of products and services to support their needs and to give them the best possible outcomes throughout periods of destabilization. Support will include
